By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Vermont Sex Offender Registry Web Site
Vermont Proposed Rule: 04PE03
AGENCY: Public Safety
CONCISE SUMMARY: These rules serve to implement new procedures regarding the sex offender registry internet site to comply with new statutory changes from the 2004 adjourned session.
TYPE OF PERSONS AFFECTED: Sex offenders, Department of Corrections, Law Enforcement Agencies, States Attorneys, citizens of Vermont.
COST BENEFIT ANALYSIS: There is no foreseeable economic impact for those affected by this rule. The Department of Public Safety will incur minimal costs associated with creating the web site and maintaining it. The 2004 Legislature appropriated $50,000.00 toward creating the web site and $20,000.00 toward one year of maintaining the web site.
SCHEDULED HEARINGS: None scheduled at this time.

Please note: The following notice affects 3 proposed rules received at the Office of the Secretary of State. The Agency of Transportation has requested the advertisements be combined to reduce costs associated with publication.
Proposed Rules 04P036 and 04P037 are being repealed. Proposed rule 04P038 is being amended to include rules governing the inspection of school buses, motorcycles and mopeds as well as passenger vehicles and trucks.

AGENCY: Transportation, Dept. of Motor Vehicles
CONCISE SUMMARY: This rule (04P038) will consolidate the "Rules Governing the Inspection of Pleasure Cars, Trucks, Trailers and Buses (except School Buses)", "Rules Governing Inspection of Motorcycles and Mopeds" and "Rules Governing Inspection of School Buses" into one "Rules Governing the Inspection of Motor Vehicles". The newly consolidated rule sets forth the minimum equipment safety standards for motor vehicles, the requirements for the establishment and certifying of Official Inspection Stations and Inspection Mechanics as well as the penalties for failure to adhere to the standards. The amendments to the consolidated rule update Vermont's equipment and safety standards to meet the Federal Motor Carrier Safety Standards for larger vehicles which are not incorporated by reference.
TYPE OF PERSONS AFFECTED: Inspection Stations, Certified Inspection
Mechanics, The Department of Motor Vehicles and the general motoring public.
COST BENEFIT ANALYSIS: These amendments do not economically impact inspection stations. Owners and operators of vehicles governed by the Federal Motor Carrier Safety Standards must meet these standards. However, the federal standards have been in effect for many years, for some of the vehicles manufactured in 1993 and later years, thus, these vehicles may currently meet the new standards. The Department of Motor Vehicles will save $2,800.00 in costs each occasion the inspection rules must be amended in that there will only be one rule to update versus three rules.
