PROPOSED STATE RULES
By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. State of Vermont Solid Waste Management Plan.
Vermont Proposed Rule: 06P013
AGENCY: Vt. Agency of Natural Resources
CONCISE SUMMARY: The Agency of Natural Resources proposes to readopt current the Solid Waste Management Plan.The Plan provides a comprehensive state-wide strategy for the management of solid wastes. The Plan identifies 10 critical issues regarding solid waste management in Vermont and sets forth goals and action plans to address the critical issues. The critical issues are:
- Reducing waste through waste prevention, reuse and recycling;
- Ensuring environmentally-sound waste management facilities;
- Reducing illegal disposal;
- Improving solid waste data;
- Monitoring disposal capacity;
- Consolidation, competition and price of services;
- Managing biosolids and septage;
- Managing household hazardous waste, conditionally exempt generator waste, landfill - banned wastes, and other special wastes;
- Managing junkyards; and
- Development of local (municipal and district)solid waste implementation plans.
TYPE OF PERSONS AFFECTED: Essentially all entities involved in solid waste generation, collection, transportation, and management in Vermont, including:
- DEC divisions involved with waste management, including the Waste Management Division, Environmental Assistance Division, the Wastewater Management Division, and the Air Pollution Control Division;
- Solid waste planning entities (i.e. solid waste districts and alliances, and municipalities that are members of a district or alliance)
- Solid waste industry such as owners/operators of waste hauling companies, landfills, transfer stations, material recovery facilities, processing facilities, recycling facilities, compost facilities, and land application sites;
- Environmental, advocacy, and citizen organizations;
- Solid waste generators such as residents, farms, businesses, industry, schools, institutions, and waste water treatment facilities; and
- Property owners, residents, and businesses located next to or near solid waste facilities.
COST BENEFIT ANALYSIS: By readopting the current Solid Waste Management Plan, there will be essentially no new economic impacts (above or beyond the economic impacts of the Plan adopted in 2001). By readopting the Plan, the Agency will spend its limited resources on programs and activities to achieve the goals of the Plan as opposed to a new planning effort.
SCHEDULED HEARINGS: A public hearing has been scheduled for May 31, 2006 from 3:00 pm to 5:00 pm in the Skylight Conference Room located in the North Connector Building, Waterbury State Office Complex, Waterbury, Vermont.
