By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Educator Licensing Regulations.
Vermont Proposed Rule: 07P004
AGENCY: Dept. of Education/Board of Education
CONCISE SUMMARY: The rule changes complement statutory amendments presented in Act 214 of 2005(adj). The new statutes relate to the reorganization of the Vermont Standards Board for Professional Educators (VSBPE), an administrative body formerly appointed by the State Board of Education. The VSBPE is now divided into two bodies which are organized by statute and appointed by the Governor. As a result of the statutory reorganization, many deletions were made in the former rules, particularly with respect to the rules associated with licensure denial, suspension or revocation (Rules 5710 - 5714). Minor changes have been made in the regulatory definitions, the duties and responsibilities of the VSBPE and access to licensing records.
TYPE OF PERSONS AFFECTED: Teachers, public and private school administrators and their boards; the Department of Education and State Board of Education; the Vermont affiliate of the National Education Association; Vermont School Boards' Association; Vermont Principals' Association; and Vermont Superintendents' Association; Attorneys practicing in the area of education.
COST BENEFIT ANALYSIS: None.
SCHEDULED HEARINGS: A public hearing is scheduled for February 21, 2007 from 1:00PM to 3:00PM. This hearing will be held at the Pavilion Building Auditorium, Montpelier, Vermont.
