PROPOSED STATE RULES
By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. The public notices for administrative rules are now also available online at http://vermont-archives.org/aparules/ovnotices.htm The law requires an agency to hold a public hearing on a proposed rule, if requested to do so in writing by 25 persons or an association having at least 25 members.

Vermont Use of Public Waters Rules (2008 Amendments).
Vermont Proposed Rule: 08P024
AGENCY: Vermont Natural Resources Board, Water Resources Panel
CONCISE SUMMARY: The proposed rules (a) provide a definition of "disturbing wake" in Use of Public Waters Rule 5.2; (b) prohibit personal watercraft (jet skis) and "disturbing wakes" caused by motorboats on Holland Pond; (c) prohibit waterskiing in the Retreat Meadows Basin of the West River; and (d) prohibit "disturbing wakes" on Somerset Reservoir.
TYPE OF PERSONS AFFECTED: All persons and governmental agencies which use Vermont's public waters.
COST BENEFIT ANALYSIS: It is not anticipated that these proposed rules will have any direct or indirect economic impact on the citizens of the State.

Note: Notice was received July 28, 2008 that the July 31, 2008 hearing at Holland Elementary School in Derby Line has been cancelled.

Vermont Electrical Safety - 2008
Vermont Proposed Rule: 08P025
AGENCY: Public Safety
CONCISE SUMMARY: The proposed Vermont Electrical Safety Rules will update the technical codes and standards, including the adoption of the 2008 edition of NFPA 70, or the National Electrical Code (N.E.C.), improving the consistency between these rules and other national and state regulations.
TYPE OF PERSONS AFFECTED: Electricians, contractors, building owners, engineers, architects, the fire service, tenants and general public.
COST BENEFIT ANALYSIS: The 2008 proposed Electrical Safety Rules are not significantly different from the 2005 Rules. There are no major changes to the 2008 N.E.C. in terms of materials or wiring practices. The 2008 N.E.C. contains a provision that would require tamper-resistant receptacles in residential dwellings. Tamper resistant receptacles cost $.68 more per receptacle than standard receptacles. Therefore there is a negligible economic impact, except cost of code books to practitioners.
