Revision to Rules & Regulations - Visitor Conduct & Fees and Charges for State Park Services and Commercial Activities on Department Lands.

Vermont Proposed Rule: 09P021

AGENCY: Natural Resources; Forests, Parks & Rec.

CONCISE SUMMARY: This amendment increases state park camping fees by $2 per night for non-residents; assess a $1 per night fee for pets in campgrounds; eliminates the class designation of campgrounds to equalize fees increasing the cost per night by $2 for 13 campgrounds; increases the group camping fee, the per additional person regular camping fee and the remote camping fee for Green River Reservoir by $1 per person; increases the fee for wedding venue rental at Kingsland Bay and Seyon Lodge to $1,000 per event; increases the sanitary waste dumping fee at campgrounds from $10 or $20 to $15 or $30 depending on the size of the vehicle; increases the docking fee at the Burton Island Marina by $.25 per foot and the electrical hookup fee at the marina by $1; institutionalizes the experimental Seyon Lodge Fishing Pass and increases the pass fee to $95. There is also a housekeeping change to make hunting rules in state parks consistent with those administered and enforced by the Dept. of Fish & Wildlife.

TYPE OF PERSONS AFFECTED: Non-resident state park campers (55% of total), campers who bring their pets (27,000 nights per season), campers at 13 of the state park campgrounds, campers with more than 4 people in their camping party, campers at Green River Reservoir, boaters who use Burton Island Marina (2,373 parties), RV owners not camping in a state park but using the sanitary dumping stations, and couples using Kingsland Bay or Seyon Lodge for their wedding ceremonies and/or receptions.

COST BENEFIT ANALYSIS: The economic effect of these changes on the park users should be negligible. The resulting fees are well within reasonable levels for the services rendered. The changes should increase revenue to the park system by $301,000 per year.
