Meals and Rooms Tax Regulations
Vermont Proposed Rule: 09P040
AGENCY: Dept. of Taxes, Agency of Administration
CONCISE SUMMARY: This rule interprets Vermont's meals and rooms tax provision under Title 32 of the Vermont Statutes Annotated by amending and updating the existing meals and rooms regulations.
TYPE OF PERSONS AFFECTED: Vermont hotels (including B&B's and short-term rentals), restaurants, grocery stores, convenience stores, and other businesses serving ready-to-eat food and beverage.
COST BENEFIT ANALYSIS: The economic impact of the rule will not be significant. By clarifying what room rentals are subject to the rooms tax, additional revenue may be garnered. A minimal amount of revenue will be lost by increasing the amount of untaxed gratuities (when not made voluntarily) from 15% to up to and including 20% to reflect current tipping norms.

Changes to Long-Term Care and Hospital Rules
Vermont Proposed Rule: 09P041
AGENCY: Human Services
CONCISE SUMMARY: This rule clarifies state policies regarding long-term care and hospital services. Structural/organizational changes within state agencies are updated. Updates to the hospital rules reflect actual operating procedures. Definitions are revised to include updated, current language. The long-term care is updated to reflect changes that the Choices For Car waiver created.
TYPE OF PERSONS AFFECTED: OVHA; Department of Disabilities, Aging, and Independent Living (DAIL); Vermont nursing facilities; Vermont Intermediate Care Facilities for the Mentally Retarded (ICF/MR); Vermont hospitals; out-of-state hospitals; and Medicaid beneficiaries.
COST BENEFIT ANALYSIS: None, as these changes reflect the way services are provided.
