PROPOSED STATE RULES
By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Emergency Medical Services Rules
Vermont Proposed Rule: 09PE11
AGENCY: Human Services, Department of Health
CONCISE SUMMARY: The rule establishes conditions under which persons certified as paramedics or emergency medical technicians at the 2003 intermediate level may become specially authorized on a temporary basis to administer intramuscular injections of H1N1 and seasonal influenza vaccine. the special authority would be dependent on a determination of the Commissioner of Health that additional qualified persons are required to administer influenza vaccine as part of a statewide program to rapidly provide vaccine to protect the public health and safety and to prevent the spread of influenza.
TYPE OF PERSONS AFFECTED: Department of Health, emergency medical technicians (2003 intermediate and paramedic), ambulance and first responder services, schools, persons who voluntarily seek the vaccine, entities such as colleges, pharmacies and provider practices that offer H1N1 or seasonal influenza vaccine clinics.
COST BENEFIT ANALYSIS: It is anticipated that additional costs will be incurred by the affected entities. In contrast it is expected that significant economic benefit will be derived by enabling as many people as possible to receive the vaccine and therefore prevent widespread infection and associated medical costs, absenteeism and potential business and school closures.
