By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Certificate of Need Program Procedures
Vermont Proposed Rule: 10P002
AGENCY: Dept. of Banking, Insurance, Securities & Health Care Administration
CONCISE SUMMARY: This Rule describes the procedures applicable to the Certificate of Need review process.
TYPE OF PERSONS AFFECTED: Those who will be affect by this Rule include: insured and uninsured consumers, hospitals and other health care facilities, health care professionals and providers, employers and others who pay for health insurance, health insurers, government health insurance programs such as Medicaid and VHAP, and other participants in Vermont's health care system.
COST BENEFIT ANALYSIS: By reducing unnecessary duplication of health care services and controlling growth in the health care system, this Rule should help to make health care services more affordable for all. Effective cost control could reduce the rate of growth in costs at hospitals and other health care facilities.
